Our staff of experienced professionals is dedicated to serving the needs of child advocacy centers to help them provide the best care and support to abuse victims.
Shiloh Woodard
Interim CEO
Shiloh Woodard has been supporting the efforts of Child Advocacy Centers in the Mountain State since 2006. As the Executive Director of Child Protect of Mercer County, Inc. in Princeton, WV, Shiloh grew the CAC from a one-employee organization into a robust victim services agency with 13 full-time staff, three contract medical providers, and an annual operating budget of nearly two million dollars. Programming that has developed under Shiloh’s leadership at Child Protect includes on-site trauma-focused therapy services, on-site pediatric forensic medical examination services, acute, hospital-based SANE services, youth and caregiver support groups, school-based prevention programming, and opioid-affected youth and families programming. Shiloh has been involved with WVCAN since the organization was established in 2008 and has served in a variety of board leadership roles over the years including Board Co-Chair, Board Secretary, Public Policy Committee Chair, Membership Services Committee Chair and most recently Board President from 2020-2022. Raised in Southern West Virginia and a graduate of Nyack College, Shiloh lives in Princeton with her husband Ben, sons Bear and Koa, and Boston Terrier Archie.
Stacy Deel
Chief Operations Officer
With over two decades of experience in the communications industry, Stacy Deel is our marketing guru. In 2015, she joined WVCAN as the Awareness & Development Specialist handling public awareness and fundraising, and ensuring all resources are consistent and compatible with our mission and vision. She was first promoted to Director of Operations & Communications and, most recently, Chief Operations Officer where she now oversees the operational and administrative functions of our daily business too. A West Virginia native, proud Mountaineer alum, and past president of the West Virginia Chapter of the Public Relations Society of America, Stacy represents us well and makes sure we consistently send positive, powerful messages to the communities we serve. She brings the fun to the work we do and reminds us to not take ourselves too seriously. Stacy is married to Doug and together they have one son, Mason, and a senior hound dog named Nya.
Tracy Shroyer-Carlyle
Chief Program Officer
Tracy Shroyer-Carlyle joined us in 2022 as the Chief Program Officer after more than a decade serving in leadership with Mountain CAP’s Child Advocacy Center in Buckhannon. Tracy brings supervisory, grants management, budgeting, statistical data usage, and legislative advocacy expertise to WVCAN. As a native West Virginian, she has a passion for the work of child advocacy centers and wants to continue helping the children in the Mountain State receive the highest quality of care when they need it. Tracy received her Bachelor’s degree in Psychology from West Virginia Wesleyan College and two Master’s degrees in Public Administration and Social Work from West Virginia University. When she’s not working, Tracy and her husband stay busy with two adult children, two cats, and three dogs. They enjoy spending time on their farm in Webster County.
Charles Persinger
Director of Program Services
Charlie joined WVCAN in 2019 as Director of Program Services. He comes to us after a decade of service in state government and regulatory affairs, as well as a brief stint in the private sector. As Director of Program Services, Charlie performs functions related to the operations, sustainability, and quality assurance of child advocacy centers in West Virginia. Charlie graduated from Concord University with degrees in Political Science and History. Born and raised in West Virginia, he enjoys the outdoors, playing guitar, and cheering on the Mountaineers. He and his wife have two kids who keep them busy, and a fur baby named Foxy.
Olivia Hubbard Laverty
Director of Advancement
Olivia has a short but sweet background in the nonprofit sector, coming to WVCAN from Inspire WV. Before that, she studied both English Literature and Philosophy at West Virginia Wesleyan College. As the Director of Advancement at WVCAN, Olivia leads the public policy work of the network, plays a vital role in fund development, assists with event planning, and more. Olivia is a West Virginia native, growing up in Clay County, and is excited to be part of an organization that is working to help West Virginia kids! Olivia and her husband Chris have a son, Declan, and a daughter, Maeve, who, along with their dog Sirius, keep them very busy!
Amanda Hinchman
Grants & Training Coordinator
After a decade in higher education, Amanda Hinchman returns to the nonprofit realm and is WVCAN’s Grants & Training Coordinator. She brings with her experience in event management and office administration and excels at multitasking. After finishing her undergraduate degree at Murray State University in Kentucky, Amanda headed east and landed in the Mountain State. She soon discovered a love for the state and its people. She and her husband enjoy spending time outdoors and planning their next adventure.
Gabrielle Pullin
Operations & Communications Coordinator
Gabrielle Pullin is coming to us from a background in West Virginia prevention. Prior to joining the WVCAN team, she worked with the WV Center for Children’s Justice Handle With Care program. She has a background in social media management, administration, event facilitation, and more. Gabe received a bachelor’s degree in psychology from Marshall University and is a life-long West Virginian, growing up in Cabell County. She enjoys short walks on the beach, a perfectly curated playlist, and loving on her sweet fur-babies. Gabe is thrilled to continue working with an organization whose priority is to take care of children, their families, and the helpers.
